The exemptions include the following: replacement of shingles, windows (same size), ingress/egress doors (same size) in a house or garage, overhead or hinged garage doors, counter tops/vanity tops, existing sink(s) or toilet(s), and kitchen or bathroom cabinetry where the new cabinetry uses the same wall or floor space/dimensions as those being replaced.
